V13-B External Anchor Design Plan

V13-A r1 is frozen as a staging / code-review candidate. The public evidence chain for proof-record inclusion, signed checkpoint consistency, independent verifier boundary, technical archive, roadmap, and anchor negative test is closed.

V13-B opens the external anchor design stage. Bitcoin/OpenTimestamps are positioned only as external timestamp / anchor infrastructure, not as SafeGate payment rails.
