V13-B External Anchor Design Plan

V13-A r1 is frozen as a staging / code-review candidate. The public evidence chain is closed: proof integrity design, staging checklist, freeze note, independent verifier, technical evidence archive, roadmap, and anchor negative test are now linked.

V13-B opens the external anchor design plan. Bitcoin/OpenTimestamps are positioned only as external timestamp / anchor infrastructure for signed SafeGate checkpoints, not as payment rails.
